The top part does rotate independently from the barb, so attaching it is easy. The seal works well. It easily disassembles for cleaning. Great price too. What more could you want?
This, a small hose clamp, and some 1/2" vinyl tubing = instant food-grade hose for cheap.
I used this for the outflow for my wort chiller, and it worked perfectly, great seal and no leaks in my past 5 uses since I got it. The only reason for a 4 star is that the threaded part is affixed to the barb, so it does not rotate around as does a garden hose. As a result you have to spin the tube along with it, which is a minor nuisance, but does not affect performance.
